The Ministry of Education and Science of Ukraine is ready to develop the law on adult education

On Tuesday, September 13, the Ministry of Education and Science of Ukraine hosted the round table "Legislative support for the development of adult education in Ukraine" in order to intensify the cooperation between different stakeholders and further create the working group to develop the law on adult education. During the round table foreign experience was discussed in the framework of the presentation of the manual "Legislative regulations of adult education in foreign countries" (author Larysa Lukianova).

The round table was attended by the representatives of the Ministry of Education and Science of Ukraine, the Education and Science Committee of the Verkhovna Rada, the National Academy of Pedagogical Sciences of Ukraine, the Ukrainian Adult Education Association, representatives from different NGOs and DVV International.

The participants of the round table highlighted the importance of adoption of needed regulations for the adult education development in regions. Now many problems with financing this sphere by local communities and regional authorities are rooted in the lack of regulations. As a result, local authorities have legal obstacles on implementing local lifelong learning strategies.

The event was also attended by the director DVV International Christoph Jost. He noted that adult education plays an important role not only for the life of an individual, but also becomes an important factor in the country's economic development; therefore, the elaboration and adoption of the Law on Adult Education will become a legal basis for life-long education that will allow for positive changes in society and the economy.

DVV International Ukraine director Oleg Smirnov stressed that DVV International is committed to assist as an expert organization with many years of experience with its consulting resources and the dissemination of international experience in the development of lifelong education in Ukraine.

Participants of the round table stressed the importance of involving a wide range of stakeholders in the elaboration of the law. The participants emphasized the role of civic organizations in the development of adult education in Ukraine today, the importance of business participation and representatives of different ministries in discussing the bill.

First Deputy Minister of Education and Science of Ukraine, Volodymyr Kovtunets stated that the working group under coordination of the Ministry of Education and Science of Ukraine will work on the creation of the law on adult education. It will include representatives of the Ministry of Education and Science, educators and NGOs.

Proposals to the concept of the law should be submitted by November 15th.
