Our long-term partner in Poltava charitable organization "Light of Hope" together with Poltava University of Economics and Trade received funding for the implementation of adult education services from the city budget.
The Poltava City Council supported the implementation of the social project "University of the Third Age" to provide adult education services for senior citizens. The decision on the allocation of 420 000 hryvnias (~ 13 750 EUR) of budget funds under the program "Turbota" was approved at the regular session of the city council.
In 2018, the Cabinet of Ministers approved "The Strategy of the State Policy on Healthy and Active Longevity of the Population for the Period until 2022". The goal of the Strategy is to ensure the goals of sustainable development adapted for Ukraine, approved by the leaders of the countries at the UN General Assembly in September 2015, the creation of favorable conditions for healthy and active longevity, ensuring adaptation of public institutions to further demographic aging and building a society of equal opportunities.
The Strategy explicitly states: "The development of lifelong learning policies to involve older adults in the educational process, expanding opportunities for mastering new professional and general skills, in particular in the areas of modern communication, computer and information literacy."
The concept of the development of adult education in Ukraine emphasizes that the main task in this area is the creation of a cultural and educational environment that can provide favorable conditions for education and education on the principles of Lifelong learning (life-long education). The state recognizes the importance of this issue, as evidenced by the adoption of Article 18 of the Law "On Education" - which is devoted to the education of adults.
The Strategy and Concept of adult education development have now high awareness level in Poltava. Therefore, by combining efforts of local self-government, NGO "Light of Hope" and Poltava University of Economics and Trade it was possible to achieve support implementation of educational programs for older adults.
In the modern world, the expansion of the range of educational programs for adults becomes a decisive factor in the development of society, culture and economy, since education is a social and spiritual basis of human life, a means of ensuring democratic freedoms, and a system that ensures national security of the state, stability, and development of society.
According to the American scientist M. Knowles, the main task of adult education is the formation of competencies of people who can apply their knowledge in changing circumstances, those whose primary competence would be in the ability to engage in continuous self-education throughout their lives.
