September 24 in Kyiv, the roundtable discussion on the Draft Law of Ukraine "On Adult Education" was organized by the Ukrainian Adult Education Association and DVV International Ukraine.
The task of the event was to discuss the law concept of the Ministry of Education and Science of Ukraine, review existing practices and experience of adult education providers in relation to legislative support.
Representatives of NGOs, the Ministry of Education and Science, local authorities and the scientific community from all over Ukraine took part in the roundtable.
Local self-government representatives emphasized their desire to invest in the development of adult education in communities, but they are currently lacking needed legislative recognition of the adult education sphere. Scientific community and civil society representatives emphasized the importance of attracting and uniting a wide range of stakeholders to the development of adult education and the adoption of the bill.
Among the most discussed issues at the roundtable were: recognition of non-formal adult education in Ukraine; the bureaucratic complexity of allocating funds from local budgets to the development of adult education; development and adoption of standard provisions of adult education centers; regulation of recognition of qualifications of trainers and certificates and others.
The regional director of DVV International in Ukraine, Belarus and Moldova, Bettina Brand emphasized the importance of the state's participation in supporting the development of adult education, as an important component of the concept of lifelong learning:
Igor Baluba, Director of the Expert Group on Adult Education and Pedagogical Education of the Directorate of Higher Education and Adult Education of the Ministry of Education and Science of Ukraine, told about the work of the Directorate of Higher Education and Adult Education of the Ministry of Education and Science of Ukraine on the draft law "On the Education of Adults" and called on concerned profile organizations to send offers and to join the discussion on the draft law.
The participants of the roundtable outlined their proposals for the draft law.
