ALE Platform Consolidation Continues: Creating a Stronger Voice for Adult Learning and Education in Moldova

On 23 October 2026, DVV International Moldova in partnership with the Center for Organisational Consultancy and Training (CICO) organised the second strategic workshop dedicated to strengthening the Adult Learning and Education (ALE) Platform in the Republic of Moldova. The activity was entitled „Accredited and Non-Accredited ALE Services: Experiences, Challenges, and Prospects. Consolidation of the Adult Learning and Education Platform”.

Approximately 20 representatives of public institutions, civil society organisations, academia, and adult learning providers were brought together to discuss the challenges and perspectives of accreditation process and to establish regulation mechanism for the Platform.

The workshop was opened by Maja Avramovska (Regional Director for Eastern Neighbours at DVV International), Dr. Adela Scutaru-Guțu (Country Director of DVV International Moldova) and Nicolai Loghin (General Director of CICO). In their opening remarks, the speakers emphasised the significance of the Platform for advocacy and policy development in adult learning and education.

Afterwards, two ALE experts, Dr. Rima Bezede (Executive Director for Educational Centre Pro Didactica) and Tatiana Turchină (Director of the Resource Center for Continuing Education, State University of Moldova), participated in the panel discussion which was facilitated by Dr. Adela Scutaru-Guțu. The discussion raised questions regarding the accreditation of ALE programmes, including their objectives, the challenges of the accreditation process, quality assurance, and good practice for organisations that are just starting out. Another important topic was the participation of the population in ALE services, particularly those with limited access, such as older people and residents of rural areas.

After the panel discussion, the workshop participants engaged in an interactive exchange of ideas. They emphasized that the quality assessment system within the educational accreditation process should be primarily results-oriented, and that the associated documentation should serve to support the processes rather than becoming an end in itself. Participants also addressed the topic of non-formal education and the dilemmas that arise when an organization initiates the accreditation process for such programs.

The workshop then continued with a formal organisational session, which was facilitated by Nicolai Loghin and focused on reviewing the Regulations for the Organisation and Operation of the ALE platform in Moldova, which were developed by the CICO team. The draft of the revised regulation had been sent to the participants in advance, and during this session they had the opportunity to discuss and make decisions regarding the platform's governance structure and its functioning methods. Following this lively debate, the participants agreed on the structure and functions of the Platform’s governance body (including the council, assembly of members and secretary). They also set up a working group to prepare a preliminary activity plan for the upcoming year.

The workshop marked an important step in the development of the ALE Platform in the Republic of Moldova. Beyond providing a space for reflection on accreditation practices and quality assurance, the event enabled stakeholders to jointly shape the Platform’s governance framework and identify priorities for future cooperation.

This event was organised within the Platform for Adult Learning and Education with the financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ).
