Call for expressions of interest: Lead Expert on Adult Learning and Education Systems Analysis

DVV International is looking for a qualified Lead Expert to support a regional analytical process on ALE systems.
The assignment is part of the Continental Exchange project, bringing together experts from Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine to strengthen policy dialogue and advocacy for adult learning and education and lifelong learning.

Objective
The objective of the assignment is to strengthen the capacity of local ALE working groups in conducting system analysis through elaboration of analytical framework, provision of training, and offering consultation and guidance.
In Armenia, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, and Ukraine, DVV International country offices will nominate national teams of ALE experts who will work on identification of systemic challenges, definition of national priorities and suggestion of solutions. The Lead Expert will develop a draft analytical framework and act as resource person for working groups throughout the analytical process.

Expected results
National ALE working groups apply a common analytical framework and elaborate national expert papers, which will cover systemic gaps and challenges in ALE sector, identify country priorities and formulate policy-relevant recommendations for further actions.

The Lead Expert will work under the supervision of DVV International Regional Office “Eastern Neighbours” and coordinate closely with DVV International country offices.
All results must be elaborated electronically in editable formats (Word/PPT) and presented in English unless otherwise agreed. Deliverables will be reviewed and approved by DVV International. Feedback may be provided, and revisions requested before formal acceptance.

Application procedure
The application package should include the following documents:
1. Curriculum Vitae (CV) of an interested expert, highlighting relevant professional experience.
2. Cover letter, including a detailed description of the applicant’s experience in conducting similar analytical work, and demonstrating a strong understanding of international ALE systems.
3. Financial proposal, with indication of a day rate.
