"Regional Voices - create bridges for democracy" (acceptance of applications are OPEN)

Starts accepting applications for participation in the project "Regional Voices - create

Institute for International Cooperation of the German Adult Education Association (DVV International) starts accepting applications for participation in the project "Regional Voices - create bridges for democracy." In project can participates NGOs by Lviv, Kyiv, Mykolayiv, Kharkiv and Sumy regions.The project is supported by the Ministry of Foreign Affairs of Germany and covers 9 regions of Ukraine.

The project started in June 2016 and will last until December 2017.

Deadline for applications: August 23, 2016, to 12.00 am, inclusive.

1. Main goal: promoting pluralistic decision-making process at the local level by improving the quality of democratic cooperation and create conditions for dialogue between civil society activists, journalists and representatives of the local government.

To achieve this goal "regional project team" can offer a variety of project initiatives in the framework of the 10-month micro projects.

Terms implementing of micro projects: January - October 2017.

2. Main regions of competition:

  • Lviv region
  • Kiev region
  • Mykolaiv region
  • Kharkiv region
  • Sumy region

3. Participants:

NGOs registered in Ukraine and work at the regional level, can ready to create and oversee a "regional project team." In addition for two representatives of the regional partner organization, the "regional project team" should consist of two regional journalists and representatives of local governments.

Not supported participation in the contest:

  • political parties;
  • NGOs that have links with political parties.

4. Main projects activities:

  • facilitate access of different society groups in decision-making at the local level (especially for groups with special needs, for example: displaced persons, demobilized soldiers and others);
  • increase the number of training programs on civic education and education for democratic citizenship at regional level, especially for youth;
  • raising awareness of local population on current political, economic and social processes at the regional level;
  • supporting of independent regional media;
  • creation of platforms for dialogue between civil society activists and representatives of regional mass media and representatives of local governments.

5. Budget:

The total budget: 67 950, 00 Euros.

The maximum amount funding of one regional project - 7550, 00 Euros.

The share of administrative costs, including salary costs, should not exceed 30% of the total funding for one regional project.

6. Deadline for applications:

August 23, 2016, to 12.00 am, inclusive.

Applications that are received after deadline will not be considered.

7. Publication of results: after September 1, 2016.

8. How to apply?

Project proposals are submitted in English and Russian in e-form to the address:

9. Project Duration:

Total project duration: until December 31, 2017;

Total micro project duration: 10 months from January 1 to October 31, 2017.

10. The project  proposal should include the following documents:

  • filled application form;
  • project budget in Ukrainian currency and the euro (Annex A);
  • resume of the Head of organization;
  • resume of the Project manager;
  • resume of the Accountant of the project;
  • brief summary of regional journalists (members of the "regional project team" (no more than 0.5 pages);
  • brief summary of local government representatives (members of the "regional project team" (no more than 0.5 pages);
  • scanned copy of the State Certificate Registration;
  • scanned copy of the Statute or Regulations of the organization;
  • scanned copy of the non-profit organizations decision.

11. The selection process of aplications

Project aplications will be considered by the Grant Committee, which will form DVV International Representative Office in Ukraine.

12. Grant Committee reserves the right to:

  • Extend the term of projects or select the winners according to the results of the evaluation of the projects;
  • Do not comment and did not return the applications, but agrees to abide by the confidentiality on the content of applications received;
  • Require from the participants additional information that considers necessary for proper justification of proposed and costs.

13. Evaluation Criteria

Each project will be evaluated according to the following criteria:

  • correctness of filling the Application Form;
  • conformity for the main project goal and activities;
  • relevance of the proposed solutions for local groups;
  •  further development of validity and sustainability of micro project for democratic decision-making processes at regional level;
  • media campaign plan that will accompany the project;
  • efficient use of funds, budget clarity, use of funds, reasonableness of costs, the ratio of administrative and program costs.

Applications must demonstrate the continuity of cooperation between NGOs, journalists and representatives of local governments focused on the development of pluralistic decision-making at the local level and the inclusion of different groups in these processes by creating media and educational programs / products. These programs should push for dialogue between representatives of public institutions, the media and local authorities, namely:

  • programs and services in the field of civic education (seminars, training courses for adults and youth, family education, etc.);
  • media products that will be used to increase awareness of regional political, social and economic processes;
  • platform and environment for open dialogue and exchange of ideas, information and opinions between representatives of public institutions, the media and the authorities.

The decision of the Grant Committee of the project "Regional Voices - create bridges for democracy" is final and not subject to revision. Its reasons is not disclosed.

14. Additional requirements:

Organizations competitive selection will have to confirm their ability to operate in accordance with democratic norms and procedures within organizations, to financial reporting requirements for donors;

Members of 'regional project teams' participation in educational events that planned by the "Regional Voices - create bridges for democracy"  - is necessarily.

The events of the project:

  • One-day Interregional Forum "create bridges for democracy," September 23, 2016, Kyiv;
  • Regional Training Course (4 thematic blocks / 2 days each) October - November 2016;
  • Two Regional Open Space sessions on important social, economic or political issues at the local level;
  • Participation in one of the sessions of the Open Space in any project region;
  • Two-day training for accountants and project managers "regional project teams', December 2016;
  • Final International Forum, December 2017

Projects are not supported if they contain:

  • exclusively or mainly expenses for seminars, congresses in formal education;
  • one-off events (conferences, seminars and so on);
  • only capital expenditure, spending on construction, renovation, purchase of equipment and vehicles (but, purchase of necessary equipment, as integral part of the project acceptable with appropriate justification);
  • contain discriminatory in relation to specific groups of people by gender grounds, sexual orientation, religion and ethnicity;
  • costs to support political parties.

15. Financing and Reporting

With the winners will be sign a contract for provide irreversible targeted financial support (grant).

Organization-winners should have a separate bank account for the management of grant  funds and on completion of the project, to provide comprehensive, meaningful and financial reporting in accordance with the terms of the contract.

November 10, 2017
